Because they can’t put “potato”. They will get cancelled by vegans. Or maybe they developed/ported the game with an engine that only had that as the minimal requirement. Or requires some sort of driver that is no longer supported on older hardware. It might work on something older but if it’s not supported it may not perform as intended.
I’m willing to bet it will run well enough on a weaker GPU, just based off of how it looks. The GTX 960 was an entry level GPU when it came out 7 years ago, so I’m not that surprised the developers expect most PC gamers to at least have something that strong or stronger.

See the AMD counterpart, most likely is a misspelled GTX 9600. Though I’m not so sure they used the ‘GTX’ back then

Serious answer? Clock speeds.
Older card and processors will have poopy clock speeds and not be able to keep up with the game. Not about graphic fidelity and more about part obsolescence.

Whenever the minimum requirements feel way off, you can usually assume it’s because that’s what the devs developed on and can’t “100% garuntee” that it’ll run on anything less even tho it probably will.
