There is no jpg anywhere in TF2’s files. Yes, the coconut is there, but it’s a VTF, not a jpg. There is no one specific file in the game that the game itself is solely reliant on to function. If it cannot find any file, or if it detects that a file has been modified in some way, then it just won’t load.
Furthermore, the “Dev note” was written by a Redditor. The guy who first posted this and the source from which everyone who propogates the incorrect meme takes it from.

For some reason whatever checks if all files are there doesnt find the data file with the cow in it, it fails and throws an error

As a game developer, this joke honestly makes no sense if you think about it for a few minutes. Why in the hell would a texture file prevent the game from loading? I work in FPS Creator, an engine known for not working right, and even THAT program doesn’t prevent games from being made if a texture is missing.
Also, how on earth would a developer not be able to trace why one specific file wouldn’t make a game launch?
Don’t get me wrong it’s funny, but it makes no real sense.

Even this is made up, if such thing actually exist it has to be some programer’s joke.
For one thing, the TF2 fan base has known about this for literal years already.
For another, this is completely fake. The coconut isn’t a JPG, it’s a VTF – Valve’s proprietary texture format for the Source engine.
TF2 doesn’t fail to run if the coconut isn’t found in the files, it will simply load the infamous pink-and-black checkerboard texture instead.
Imagine when you tell someone the won’t run without a coconut.
