Whenever people claim making a good Superman game is close to impossible because he’s too OP, I like to link them this concept of a Superman-like game

The Superman Returns game was a good start. Great mechanics, bogged down by a completely empty game.
Yeah so go ahead and scroll to 4:13 in that video where he just stands there and gets shot at but nothing happens. Flying around and being powerful is fun but Superman’s immortal barring some specific things that can harm him. That, I imagine, is the challenge in making a Superman game. Power fantasy is fine but what’s the threat/challenge to the character and player that keeps it engaging?
I feel as it’s not the mechanics of the game that’s the issue. The story and combat between enemies would be the issue as you can only do so much. The same with Spider-Man PS4. The combat is fairly simple but with each suit adding it’s own ability adds diversity. Superman doesn’t have as much as a ranged selection of abilities besides the basic ones everyone knows. The villains would be more diverse than Super-Man himself. That’s just the way I see the issue of this.
For the comments that are about to open the very typical can of “he can’t be hurt so it’s not good”:
In current year we have an abundance of super human characters with nearly indestructible constitutions that still end up taking real licks and having intense battles. Aquaman movie, Thor movies, Thanos, the eternals, shazam. All characters with similar power levels to superman.
1. it’s fine to downgrade a character a little to make it interesting. Most comic characters have widely ranging power levels depending on the comic you read. Most comic movies downplay the characters power compared to their peak to make it interesting.
2. You can make villains strong enough to combat them directly. There are multiple story lines where superman gets defeated or even killed. There ARE villains that can challenge him. And minions that can make him work.
3. Give him obstacles and problems he can’t solve simply by punching things. It’s a disservice to comics to assume punching things is the only interesting thing superman can do. He has plenty of stories where that’s not the solution.
The main objective for a Superman game should be saving NPCs, since Supes himself is invulnerable to pretty much 99% of all possible threats. Racing to act as a “human” shield when a bank robbery goes south, or stopping an out of control truck could get old pretty fast, though.
Having vulnerabilities makes games more exciting, and often gives them the nuances that they’re known for (like the grind of the Souls games, or the stealth of the Metal Gear series).
