Probably DEFCON
So if you want a game ACTUALLY like WarGames as in what we saw in the movie, DEFCON.
But if you want a game thats what this was which was basically a Twisted Metal clone with military esthetic, Im not entirely sure what the popular vehicle shooters are these days since the genre is not as popular as it was back in those days.
“Shall we play a game?” God I loved that intro.
“Closest” type of gane I can think of similar to WarGames is “Call to Arms”. Allows you to both command your troops AND take control of them individually (both 3rd and 1st person view).
