I’m Russian.
1. First of all, the picture (the bottom one, with the notes in the notebook) is processed in photoshop. You can see it with the naked eye. Who is not lazy – check in special services.
2. There are some words written in Russian cursive (to be more precise – I see a few Russian letters, but I can’t connect them into meaningful text), but over these words are drawn meaningless scribbles as if a spring was drawn.
3. It looks as if the photographer gave a task – pretend that you write something with a smart look and the person (Putin (?) – not sure, taking into account point 1) wrote a couple of words, but then became bored after the N-th frame and the person began to draw scribbles on top of the text.

As to comments about Cyrillic its literally squiggly lines.

Cursive Cyrillic is cursed. This is cursive Cyrillic with only consonants and very few vowels. This is common in quick noting. Think of writing imptt instead of important.

Unrelated Pro Tip: if you ever get stuck in a meeting and you realise mid way through you are expected to talk but didn’t prepare forward, grab your notepad and draw/write something that is related enough to the meeting and do your best to look busy doing so.
You can use this to get some extra time to prepare your response by pretending you are finishing wrtitting something and use the time to think through what you are being asked a bit longer.
Its not perfect, but beats blabbering hums and blank stare everyone else while you think for the first time about you are being asked about.
Have you seen Russian cursive? That might actually be legible.
At least the body double remembers which wrist the watch goes on this time.
