Belly rubs > Outside
This isn’t a dog that doesn’t want to go outside. This is a dog that wants more belly rubs. There is a big difference and I don’t think OP understands the power of belly rubs as much as the pup does.
Tbf I won’t go outside without plenty of tummy rubs first either. I’m with scooby on this one

If you want the active eager dog , get a border collie. Then she will be wanting to go outside if you turn the page in your book, or clear your throat or grab the remote or really anything else that you can think of. Even if you’ve been inside for 15 minutes. I have had 3 of them and they are not couch potatoes.

Pro tip – run to the window saying “catssss” with much emphasis, a lot of dogs would jump over you and bump their faces into the window or knock everything over on the way to the door. Am I the dog whisperer? No, that guy is someone else.

So yeah, your mistake here is that you keep on playing with him instead of walking to the door. He’ll catch up because he most dogs want to stick with the pack.
Don’t get mad at him, just stop rewarding him with belly rubs and attention when he does the belly-belly thing and you want to do other things with him.
