Are you sure it’s for Halloween? This looks like it came from one of those touristy old-timey photo places. It’s unlikely he went to the trouble of printing a sepia-toned photo of himself back then. (It would have required special film or him marking a special box on the photo processing form.)
I remember these places. They used to have dressing rooms with all kinds of old fashioned clothing that you could wear. Then they would take a picture of you and make it look like an antique.
This was definitely taken at Adventureland.
