The solution is simple.
Make an announcement on the news that part of the city will be closed for a set time period and that commuters should either work from home or take public transportation.
The strangest part is how none of the commuters seem to be informed about the road closures because no sane person would wait for 3 hours to drive a few city blocks.
People tailgate when traffic is stopped, and this makes it impossible to cleanly merge.

This will pass. Apparently they’re replacing a gas pipeline. If people’s gas was shut off during winter, the outrage would be so much greater.
