I’ve never heard of someone using a wheelchair not being protected by crosswalk laws.
Most of the rest of what he’s saying makes no sense. Bicycles and scooters are vehicles. Someone using a vehicle can shoot into a crosswalk at 5x the speed of a pedestrian, making it impossible for motorists to avoid hitting them.
If you want to be legally covered when using a crosswalk, all you have to do is dismount your vehicle and walk it across. Simple as that. It’s what we were taught to do as kids.
