Read an interesting book about culture, that described culture as a collective set of rules formed by a society to meet the challenges and problems that society tends to face. That is the culture, the counterculture is the leading edge of changes to the culture in response to changing circumstances. Sometimes the counterculture is a bad idea or not widely applicable and it flames out, other times the counterculture is adopted as part of the dominant culture because it adequately meets the challenges faced by the culture at that time.
At some point, “Women wearing slacks” went from outside the cultural norms to part of them. It’s just interesting to think about.
