By the looks of the vehicles in the background, definitely NOT from start 1900, as you mentioned yourself it’s more likely its from the 50’s
Tbh I like it and if I have to go out in public when I’m sick I plan on using one. I think it’s very courteous. My hair stylist had a cold and wore one today actually.
1900’s was the latter half of the Yellow Fever epidemic.
Masks were suggested and worn during the 1918 flu pandemic.
It was common in east asia but I had no idea it went this far back. People made fun of the idea but look at us now.

I live in a neighborhood with a prominent Korean population, most people are still wearing masks no matter what their ethnicity lol
