Here in Quebec, cyclists must be in a column of one so a car can pass them. However, a car must maintain a safe distance of 5feet/1.5m while passing them.
For reference, the solid white line in the road means overtaking is illegal, so people can bitch all they like, but you couldn’t pass any cyclists on this stretch of road without breaking the law.
I rode with a team in here in the United States. We’d ride in a pack on rural roads for the most part. But the person in the back had the responsibility to shout “car back” so we could scramble outta the way.
I get stuck behind the same cyclists in the morning on the way to work frequently. The road is a winding road with nowhere to pass. It’s very infuriating.
In my area cyclists have their own section of road and still don’t use it properly. I almost hit two cyclists going on to the interstate as they were leaving the interstate at a one way on ramp.
We get a lot of gangs of these middle aged Tour de France cosplayers around here and it’s utterly maddening. Groups of 20+ pretending to be racers and not just out of shape slobs stuffed into Lycra with deep credit cards.
My mother was a female cyclist. But you’d never see her biking because her bike was always over at our step dads friend’s houses. She let them borrow it while she worked.
Here in Germany, a number of female cyclists are spotted in the wee hours of morning. Some have incredibly sharp plumage, including heels and boots with which they effortlessly pedal away from me.
Cyclist have no shame in tying up traffic. They often just pedal along without a care in the world for the people stuck behind them. What if they encountered someone in a car who cared just as little as they do
Whether it’s legal depends on where this is but those cyclists are doing probably the best/safest thing. The road is too narrow to pass even a single cyclist within the lane. To pass the car must go into the other lane, so they bunch up to use minimal length of the road making them easy to see and easy to pass when it is safe to go into the other lane. There’s no way for them to just get out of the way unless you want them to ride on the sidewalk.
Recreational triathlete here. If there is not a bike lane but the road has sufficient room for cars and bikes with maybe a generous shoulder, we ride two abreast max or single file. If there is NOT sufficient room to pass us safely within the lane, we will take the lane because we have as much legal right to it as a vehicle. Just like a car going slow, the other car can pass us when the road permits it.
None of us in my various bike groups have ever gotten hurt from this, but I do fear for the day that an unhinged lunatic decides otherwise. It happened in a race last year nearby on similar roads to what I usually ride.
Have an urge to cut in front and slow down to give them a taste of their own medicine.

On a more serious note, it’s easier for cars to overtake a short fat flock of cyclists than a long thin line.
This is why well trained flocks will gather several abreast on wider roads.

Why not pass? When I cycled in a club our rule was 20 meters between single riders to allow cars room to pass and pull in if needed.
