The guy needing the sign calls someone to make it, gives him careful instructions about the comma as if the sign maker is an idiot, and the sign maker knowing this and probably tired of that behavior decided to retaliate and refused to change it and the guy who paid for it was stuck with it.
Well, in my neighborhood it would be accurate without the comma.
Read that as “coma” the first time through….

We have slow children at play in my hood. So weird they have a sign for these special kids!
Tell those slow comma adults to play somewhere else.
Except there is no need for a comma. An ellipsis, maybe – or no punctuation at all.
So maybe the sign is accurate and slow adults were involved.
