Not sure which specific Bonk game it is, there were a handful of titles.

Bonk’s adventure it is on several different retro consoles
Bonks Adventure Turbo 16
I had this on Gameboy as a kid. It blew my mind many years later when I discovered emulators and found out this was a fully colored game series on Turbograx16
Turbo Grafx 16 was one of the best systems of all time. So many bangers and great japanese games that never made it to other consoles.
Though just for accuracy, this looks like it’s Bonk’s Adventure on the Turbo Express, which was the handheld version.
This game actually was well made, almost completed the game back then in 2002
