All depends on what he plays and budget and you making sure the parts are all compatible

Building your own PC is a whole experience. If you don’t know what he wants/needs then a better idea is probably to pay for the PC components or contribution to the overall cost of what he chooses. This offers him the fun experience of choosing his own things, and depending on your area a fun trip to an electronics store.
PC’s are an investment and should be approached that way, with research and knowledge on what is needed now and what will let you grow with technological needs in the future.
Swap the ssd for a 1tb or higher m.2 ssd. Then get an 11th gen i7.
You’ll still need a case, power supply, kb/mouse and windows license
Ryzen 5000 series over Intel 10k series. Wipes the floor with it and cost is the same.
What’s your price range? Any specific requests regarding colours or LED lighting? What games will they be playing?
I9 is overkill brother, take a ryzen 5 with a rtx3060
