Old timers there told me that a past sheriff ran a brothel on the road that runs west out of town, before you get to what was once Yellowwater Naval Housing. Young women who ran afoul of the law were given a choice — sit in a nasty jail cell or work in his brothel for a time. Don’t know when it started, but it continued, supposedly well after WW2. The old house/ hotel was still there in the 90s. It had a Spanish tile roof.
Jacksonville is definitely in the top five swamp-cities in Northeast Florida.

I did a thesis on this. It was racially motivated, e.g. preventing a African American government. However it ended up preventing the inner city from suffering from white flight based tax loss. The city is far from perfect but poorer neighborhoods maintained better service because of this. However people still suffer a lot there.
