IIRC he did this to prove the point that anything remotely sounding American would be a hit in Italy and it actually worked with this song.
What always blows me away about this song is how he so accurately remembers the “words”. I mean, these are essentially a collection of random sounds because they don’t fit together meaningfully like a real song, but he’s singing it the same every time so they’re not random at all. It hurts my brain to think about how you would practice and remember and then perform the whole thing. I guess it’s similar to how some singers can perform songs in a language they don’t speak because they’re performing the whole thing phonetically by rote as opposed to remembering the meaning behind it.

I grew up watching Celentano films. I love his work. But it must be said he became a famous singer by shamelessly copying Elvis. He was one of the biggest contributors to the problem that this stunt highlights
