Tojo and Hirohito and his cronies took advantage of the blind obedience of the japanese people, kamikazes was an insult to japanese people.
It hit the main armored belt of that ship. That is a steel band around the ship somewhere between 10 and 30 inches thick depending on the location and class of ship. That plane hit the hardest part of the ship and it shows.
Being close to the waterline, the pilot probably thought this would be the best place to strike his craft with.

EDIT: This is apparently a myth. I just looked into it deeper and it turns out it was not true. I’ll leave this comment for anyone else who has heard this.

British County class cruiser HMS Sussex. The impact outline can show that it was a Ki-51. From what I can tell, there were no casualties other than the pilot.
She’s not around anymore, but the effects of a similar impact from a Zero can be seen on the USS Missouri, today a museum ship in Pearl Harbor. There’s an exhibit on the ship about the event, which has some fairly interesting information.

If anyone is curious, they don’t armor the whole ship like this because 1) it would add too much weight and 2) its most important to protect the ship around the water line.
Poke a hole in a boat above this band and nothing really happens except stuff breaks.
You want to sink a boat you have to below the water line or at least close to it.
I was today years old when I found out warships have an armor belt.
Imagine an entire life all ending up as smithereens on the side of a boat.
