I’m not familiar with the developer editions of PlayStation but it could be a dev kit ps1 that got sharpie graffiti

Nikita is a really old russian game dev studio. Maybe it is somehow related to this console.
Looks like a rebranded Game VCD, a Russian bootleg Sega Megadrive emulator with MPEG playback.
This one might have been set up to emulate more than just Sega, hence the “3 way” branding.
