This is a loaded question. Considering the number of music genres encompassed by games, the responses will lean towards preferred genres for each subjective listener.
I could go from Frank Klepacki’s Red Alert to the original Dungeon Siege by Jeremy Soule, and both would be reasonable assertions. Maybe I pick the original Fallout soundtrack by Mark Morgan, or how about Baldur’s Gate by Michael Hoenig (only to be topped by Baldur’s Gate II: Shadows of Amn).
The perceived quality of a game’s soundtrack will be tied to your feelings and experience of the game the music was present in. Right now I would go for The Witcher 3: Wild Hunt.
The soundtrack is like the FF9 of SMT games. The soundtrack has excellent callbacks to previous games themes/music
For example: the blaster underground theme is a hint of the law theme letting you know your playing a “law route” section. Only players who played previous games can pick up the law theme in that area
