This doesn’t sound right. While I can’t speak for the game engine they used in that era, in Unity they could just add invisible fences that only collide with the NPCs.
There are mutiple bridges without railing on the snow level “Assault on the Contol Room” that the NPC never fall off on. Not only that but if the only thing stopping the dev from adding the npc was a lack of railing… they could just add railing. Also there are a few elevated structure seen later on in this same mission that have marine spawned on them that they don’t fall off of
I’d be more inclined to think that it was the other way around. the reason that NPCs will fall off the cliff is because they never intended you to have allies on the stage so the map probably lacks or has incomplete data used for NPC movement through the stage.
Couldn’t they have scripted the AI to cross it manually, then if the player goes back, just place a hit box that disables their pathing until the player is at a safe distance from the bridge? Or add small railings and disable AI jumping? Just add an invisible wall that only affects AI?

the easy fix would have been to just spawn on the other end of the bridge, but that was a big brain move

It was the right choice despite the bug. Being isolated until you meet up with the Marines at the beacon, added to the atmosphere.
