There’s a street in Bangor Maine that used to do that. It was allegedly the storm drain/grate that inspired Stephen King for the opening chapter in IT.

The scariest part is when it pops, gets flushed into the sea and chokes out a turtle.
And then the turtle becomes a ghost.
Wow they really do float down there.
In many parts of South America a red balloon like that indicates a pop-up, homemade bar for the locals….
I need to remember this in 11 months.

We used to do this to the drain near our house. Twice over the course of two years we had the adult of TOT’ers take the balloons, without asking.
It was aggravating. Who takes someone’s obvious decorations – especially whilst we were sitting right there. So odd.
Don’t start that again!!! The fucking clowns terrorised my city for ages. It was insane.
